Abstract

The Evaluation of UNDP Support to Conflict-Affected Countries in the Context of UN Peace Operations provides an independent assessment of the evolving UNDP role in conflict-affected settings where UNDP is one among several operational partners during and immediately after a peace operation mandated by the United Nations Security Council. The evaluation provides findings, conclusions and recommendations relating to UNDP's mandate, operational efficiency, resource capacity and comparative advantage in a competitive aid environment. In particular it considers the UNDP role within integrated UN peacekeeping operations and the relationships and partnerships under such circumstances. It further considers the UNDP contribution to developing national capacities for conflict prevention, mitigation and recovery.

Abstract

This book tells the story of Kosovo's independence, from the periodic bloodshed of the twentieth century to the diplomacy that led to a determination of Kosovo's final status as a state in 2008. Kosovo declared its independence from Serbia in February 2008, over the objection of Serbia and Russia. This culminated in more than a hundred years of, sometimes violent, resistance to what the majority Albanian population considered to be 'occupation' by foreign forces - first those of the Ottoman Empire, then those of Serbia, and finally by the United Nations. Kosovo's independence was the product of careful diplomacy, orchestrated by the United States and leading members of the European Union, under a framework brokered by former Finnish president Martti Ahtisaari, who subsequently won the Nobel Prize for Peace.

Abstract

Women and Gender Perspectives in the Military compares the integration of women, gender perspectives, and the women, peace, and security agenda into the armed forces of eight countries plus NATO and United Nations peacekeeping operations. This book brings a much-needed crossnational analysis of how militaries have or have not improved gender balance, what has worked and what has not, and who have been the agents for change.The country cases examined are Sweden, the Netherlands, Canada, the United States, the United Kingdom, Israel, Australia, and South Africa. Despite increased opportunities for women in the militaries of many countries and wider recognition of the value of including gender perspectives to enhance operational effectiveness, progress has encountered roadblocks even nearly twenty years after United Nations Security Council Resolution 1325 kicked off the women, peace, and security agenda. Robert Egnell, Mayesha Alam, and the contributors to this volume conclude that there is no single model for change that can be applied to every country, but the comparative findings reveal many policy-relevant lessons while advancing scholarship about women and gendered perspectives in the military.

Abstract

The Secretary-General of the United Nations is a unique figure in world politics. At once civil servant, the world's diplomat, lackey of the UN Security Council, and commander-in-chief of up to a hundred thousand peacekeepers, he or she depends on states for both the legitimacy and resources that enable the United Nations to function. The tension between these roles - of being secretary or general - has challenged every incumbent. This book brings together the insights of senior UN staff, diplomats and scholars to examine the normative and political factors that shape this unique office with particular emphasis on how it has evolved in response to changing circumstances such as globalization and the onset of the 'war on terror'. The difficulties experienced by each Secretary-General reflect the profound ambivalence of states towards entrusting their security, interests or resources to an intergovernmental body.

Abstract

This unique book, one of the first of its kind, discusses how human rights actually featured in UN peace operations in the deadly conflicts in the former Yugoslavia between 1992 and 1996. It is based on original materials in the possession of the author, who was Director of the International Conference on the Former Yugoslava from 1992 to 1996 and also served as Director of the Office of the UN Special Representative in charge of all peacemaking, peacekeeping, and humanitarian operations in the region. The book brings out the strategic centrality of human rights in the wide-ranging humanitarian operations. It shows how the peacekeepers built in a human rights dimension for the first time in the history of UN peacekeeping. And it shows how the peace negotiators sought to build their peace proposals on the foundations of human rights. It shows the peacemakers advocating justice for the victims while proceeding with their negotiating efforts. The great value of this book is that the author, who was personally involved in all of the activities he writes about, shows how human rights were instilled in practice in UN peace operations over a period of some four years and it also reveals, for the first time, some innovative ideas advanced that might be helpful in future peace operations.

Abstract

The United Nations is in need of reform. There has always been widespread agreement that this is the case – indeed throughout the 60-year history of the Organization. Differences over the best cure reflect the political confrontation between its 191 member states. The institution has been criticized to lack legitimacy, to need accountability and to be inefficient with a bloated bureaucracy. Recently, allegations of mismanagement and corruption in the Oil-for-Food Program have led to a crisis of confidence. The public debate followed reform initiatives for enlarging the Security Council, achieving the Millennium Development Goals, and establishing new collective mechanisms to protect human rights, counter terrorism and respond to crimes against humanity. Strengthening oversight, governance and management practices aimed at introducing fundamental institutional changes. The publication describes the reform process leading to the United Nations Summit in September 2005. The achievements remain disappointing with the failure to approve a grand bargain. A number of recommendations are put forward to facilitate the reform process in the United Nations, realising, however, that this will remain cumbersome and a lengthy step-by-step effort.

Abstract

The politics of legitimacy is central to international relations. When states perceive an international organization as legitimate, they defer to it, associate themselves with it, and invoke its symbols. Examining the United Nations Security Council, Ian Hurd demonstrates how legitimacy is created, used, and contested in international relations. The Council's authority depends on its legitimacy, and therefore its legitimation and delegitimation are of the highest importance to states. Through an examination of the politics of the Security Council, including the Iraq invasion and the negotiating history of the United Nations Charter, Hurd shows that when states use the Council's legitimacy for their own purposes, they reaffirm its stature and find themselves contributing to its authority. Case studies of the Libyan sanctions, peacekeeping efforts, and the symbolic politics of the Council demonstrate how the legitimacy of the Council shapes world politics and how legitimated authority can be transferred from states to international organizations. With authority shared between states and other institutions, the interstate system is not a realm of anarchy. Sovereignty is distributed among institutions that have power because they are perceived as legitimate. This book's innovative approach to international organizations and international relations theory lends new insight into interactions between sovereign states and the United Nations, and between legitimacy and the exercise of power in international relations.

Abstract

It is generally considered that the UN Security Council has been galvanised since the end of the Cold War. However, the existence and development of armed conflicts remain the reality in the international scene. Is the upsurge in instances of invoking Chapter VII of the UN Charter truly a sign of the invigoration of the Security Council’s authority or mere evidence of its failure to prevent the aggravation of armed conflicts? To what extent is the Security Council authorised to exercise the peacekeeping power in order to take a more flexible approach to conflict management from an earlier stage of conflict? This book explores the potential of the UN peacekeeping power, placing Article 40 of the UN Charter at the centre of the legal regime governing peacekeeping measures. It traces the origins of peacekeeping measures primarily in the experience of the League of Nations and identifies Article 40 of the Charter as the primary legal basis for, and the legal restraints upon, the exercise of the peacekeeping power. It examines the regulatory framework within which the United Nations, particularly the Security Council, is authorised and may even be required to direct peacekeeping measures to prevent the aggravation of armed conflicts. It suggests that the legal accountability of the Security Council in directing peacekeeping measures will be enhanced by utilising procedural mechanisms for self-regulation
